Bilateral federalism and workforce development policy in Canada

In the past decade, federal and provincial governments in Canada have made major modifications in the governance of workforce development policy, an area critical to economic prosperity. Governance shifts have been accomplished primarily through devolution from the federal government to the provinces (including the transfer of federal staff) via a variety of bilateral agreements. This article analyses the performance of the intergovernmental relations system in workforce development policy in Canada since 1996. While there has been remarkable success in producing results in the form of agreements, and workability on a bilateral basis has improved - thereby reducing federal-provincial tensions - this has not been accompanied by improved workability on a multilateral basis. In addition, the changes to the system introduced by devolution have not always been consistent with federal principles. The article concludes that, without a more robust multilateral inter-governmental process to bridge the two orders of government, workforce development policy in Canada will remain inadequate.Au cours de la derniere dEcennie, le gouvernement fEdEral et les gouvernements provinciaux du Canada ont apportE d'importantes modifications a la gouvernance de la politique de perfectionnement de la main-d'oeuvre, domaine crucial pour la prospEritE Economique. Des changements d'orientation dans la gouvernance ont EtE accomplis principalement grace au transfert de responsabilitEs du gouvernement fEdEral aux gouvernements provinciaux (y compris le transfert de personnel du fEdEral) par le biais de divers accords bilatEraux. Cet article analyse la performance du systeme de relations intergouvernementales dans la politique de perfectionnement de la main-d'oeuvre au Canada depuis 1996. Alors que des succes remarquables ont EtE enregistrEs et se sont soldEs par des accords et que l'adaptabilitE s'est amEliorEe sur une base bilatErale - rEduisant ainsi les tensions entre le fEdEral et les provinces -, cela n'a pas EtE accompagnE par une adaptabilitE amEliorEe sur une base multilatErale. En outre, les changements au systeme introduits par le transfert des responsabilitEs n'ont pas toujours EtE conformes aux principes fEdEraux. L'article conclut en mentionnant que la politique de perfectionnement de la main-d'oeuvre au Canada restera inadEquate sans l'adoption d'un processus intergouvernemental multilatEral plus robuste pour rapprocher les deux paliers de gouvernement.
