摘要：

After more than 15 years have elapsed since the Institutional Evaluation Program (IEP) was put into operation under the Ministry of Science, Technology and Productive Innovation (MinCyT), there are still no academic investigations that analyze its design, implementation and/or impact. This article proposes, from a theoretical-methodological perspective of a descriptive-evaluative nature, the following objectives: (1) describe the origins of the program and the model proposed by the IEP; (2) account for the evolution of institutional adherence; (3) analyze the motivations and purposes of the evaluation, realizing why and for what these processes are carried out in the institutions and (4) reflect on the underlying purpose of the IEP and its correspondence with the institutional motivations.
