Bonanza or mirage? Textiles and China's accession to the WTO

摘要
This article analyses the impact of China's accession to the World Trade Organization (WTO) on the textile industry in respect of both imports and exports. We discuss whether the likely effects on China's textile industry will be positive or negative. The specific provisions of the Sino-United States bilateral trade agreement and the equivalent Sino-European Union agreement will be considered as will the Agreement on Textiles and Clothing (ATC). Considerations will be given to the rules relating to safeguards and antidumping methodologies that can be employed in respect of China's textiles exports. The structure and comparative advantages of the domestic textile industry are examined and analysed. The role of the State in sectoral restructuring is discussed. Specific examination and analysis are offered in respect of several types of textile businesses in contemporary China. Conclusions are drawn as to the likely effects of China's accession to the WTO. © 2002 Kluwer Law International. Printed in The Netherlands.
