Minimum risk route analysis of hazardous materials transportation

摘要
This paper attempts to build a general procedure for determination of optimal routes for hazardous materials (Hazmat) transportation by road which minimizes hazmat accident probability, population exposure, population risk and environment risk. It focuses on population exposure in the potential impact areas, and concretely quantifies 2 road link attributes of expected accident probability and population exposure, introducing modifying factors known as Hazmat factor. The method ofweighted-scaling is used in dealing with these conflicted routing criteria ofHazmat. Furthermore, the cause and characteristics of Chinese hazmat transport accidents are analyzed. This routing of hazinat shows great value in reducing population and environment risk and supporting the decision of local government and carriers.
