摘要：
The article contains the results of the theoretical study aimed at searching ways of Russian old industrial regions development on the basis of national and international trends. Possible development strategies for Russian regions are formulated in terms of international experience in regional economic transformations. Key performance indicators and analytic hierarchy technique are considered as a rationale for the strategy selection and potential assessment of high tech development.
