摘要
This paper takes the main project construction of hydropower engineering as the time control point, and the prophase of the project can be defined as the stage before the point. The impacts on the prophase of schedule are systematically analyzed based on the stakeholders, such as the owner, consulting, design, supervision, construction, material equipment suppliers, banks, governments, electric power sector, telecommunications sector and local residents, to establish the analysis structure model. According to the special practice, which is the phases of feasibility study, design, bidding, and construction of road, bridge and temporary facilities are go on at the same time, these stakeholders are mainly analyzed to put forward the causal graph on the phases of feasibility study, design and bidding. The dynamic relationships among each factor are concretely analyzed. The measurement and advice are proposed according to the results to achieve the dynamic management of progress control and the goal of time.
