摘要：

The democratization of access to knowledge and Internet has been expanded to include more qualitative dimensions relating to the extent and diversity of use, the quality of technical connections and social support, the relevance of content, and the ability to contribute to content development. The consequences of ICT have. been multidirectional and contradictory, but they have made sharing potentially easier and cheaper than ever before. "Informational Centre of Dermatology" is a health informatics system that facilitates the dissemination of health knowledge and education.
