Discussion on the innovation of universal telecom service operation system in China

摘要
By analyzing the reasons for the status quo of rural telecom, this paper finds Out that the current competitive pattern in the telecom industry forces operators to invest in economically developed areas, and it is determined the existing mechanism that operator pursuing the maximization of economic interests is inevitably against the original intention of the State to develop rural telecom. This paper, considering the conditions of China, proposes to establish the "regional universal service provider" system: divide the rural areas of China into several regions, set the goal of telecom service for certain regions, issue licenses for regional rural telecom operators, and determine the main identity of "regional universal service provider" through bidding. At the same time, determine the line Of issuing the regional universal service fund to effectively monitor its applications and results in an effective way so as to gradually achieve the goal of developing universal telecom, service from regional to nationwide scale.
