摘要
Urban development is the progress of utilizing and contesting resources. The effective demand theory may explain short-term economic growth, but the long-run development is based on effective supply. The city has a strong control capability at entity resources, and these resources enable cities to achieve competitive advantage and superior long-term performance. The paper constructs the urban development resource evaluation system, then analyzes and evaluates the 15 urban resource endowment in Yangtze River Delta, and finds that the difference of urban resources is determined by the difference of human resource, so cities should enhance human resource accumulation level, especially be based on resource endowments in making development strategy.
