摘要
Outsourcing is a practice that has intensified in the public sector since the reform of the Brazilian State. In the literature it has been realized that constitutional public values can be lost when the responsibility for the execution is transferred from the government to a private company. In the face of this problem, this article aims to analyze notices, contracts and the provision of outsourced services in a Federal public institution located in the state of Minas Gerais, Brazil, in order to verify the application of the constitutional principles of public administration (legality, impersonality, efficiency) in outsourcing services. To achieve the research objectives, a case study was carried out. Primary and secondary data were used, which were submitted to content analysis. The results of the research showed that public values arc lost and neglected in the execution of the contracted services. In addition, the adoption of outsourcing can make the emergence of bad habits of the Brazilian public administration possible.
