摘要：

This paper elaborates our researches on new information technologies and energy and environment information systems (EEIS). Our researches purpose to build an effective EEIS under the support of new information technologies including Web geo-information system (Web GIS) technology. To build an EEIS as our researches' result at last, we use JAVA to finish the actions of the system and use XML to transfer data as a standard just as the paper says. This system can be used in energy and the environmental monitoring, environmental measurement and controlling.
