摘要：
This paper presents general model and basic content of two-part water pricing system, briefly introduces implementation of reform in two-part water pricing system in Hubei Province. Calculating the two-part water price in some selected irrigation districts, analyzing and comparing it with ratified implementing standard, this paper studies main problems in the reform of two-part water pricing system, puts forward main policies, measures and suggestions which could promote successful reform of two-part water pricing system.
