摘要
This paper focuses on cluster system, an innovative network for teacher development in South African context. Research revealed that many teacher development programmes have been unsatisfactory because they were not based on research and thus did not yield their intended results. The purpose of this study was to investigate how cluster systems could enhance teacher development. An interpretive research with grounded theory included qualitative approach using Guba's model of trustworthiness of the respondents. The findings indicated that a framework based on research theories could assist in the effective implementation of clusters that would result in teacher development. (C) 2013 The Authors.
