The safety management system implementation in Civil Aviation of China has been lasted about 10 years, by the establishment and practice of several years, the base of safety management of airlines has been firmed, but how to effectively evaluate the effectiveness of the safety management system has become one of the important and difficult topics of the civil aviation industry. The thesis includes three important parts: firstly, it will show the development stage of safety management methods in civil aviation industry. Secondly, it will show the process of how to implement SMS in airlines. Thirdly, it will show how to combine the risk management and project management to implement the safety performance management. The aim to introducing the project management firstly is to classifying and implementing the responsibility of divisions in Airlines which is the most important point to accomplish task. It will not only effectively evaluate the effect of SMS in this way, but also move forward the safety barrier and ensure whom to control risk, so as to maintain a continuous safety operation of airlines.
