URBAN SELF-GOVERNANCE: HISTORICAL DEVELOPMENT OR A RETURN TO THE PAST?

The purpose of the article is to study and analyze the historical experience of local self-government. Using the principles of scientific historicism and objectivity and taking into account the experience of previous generations, the characteristic similarities of the structure of urban self-government in Russia of past years and modem municipal government have been established. The authors have studied the vast foreign experience of urban self-government and the possibility of using it in our state. An analysis of the concepts of researchers studying urban self-government, both past centuries and modem times, made it possible to formulate recommendations for increasing local budgets and municipal funds of their own.
