The rationality and effectiveness about cost of technological innovation must be evaluated completely. Contrary to the single index and the unsound evaluation system, this article point out the index should reflect relevance. predictability and estimate the risk of project. This article also rebuilds the evaluation index system for the cost of technological innovation from the aspects of cost composition, efficiency of innovation, risk of innovation and financial risk. The author build evaluation model with the sequential multi-index evaluation method of dynamic fuzzy and the decision to continue or suspend this project will rely to the result of evaluation.
