摘要
Confronting the opportunities and challenges from the competitive environment in the 21" century, business incubators have changed the single and simple operational methods and become the regional and network pattern. This paper establishes an evaluation index system based on the two main characteristics of regional business incubator net (RBIN) - both vertical and horizontal connections are close. Then; we use fuzzy multi-attribute group decision-making method to estimate and compare the operational performances among the RBINs, which provides a way for the pre-incubating projects to choose the appropriate RBIN of the best operational condition and working scale. At last, we put forward the dynamic evaluation suggestion and the new developing direction of multilayer incubating carrier for the RBIN.
