摘要：
In terms of the characteristics of flexibility in R&D, this paper establishes an evaluation system of flexibility in R&D and utilizes AHP (Analytic Hierarchy Process) to conduct a comprehensive evaluation of this kind of flexibility. Finally, it gives some new ideas to its measurement.
