Study on the Governing Reform for China Public Universities and Colleges

摘要：
This paper summarizes the governing problems of China public universities and colleges (CPUCs) as two aspects: the intensifying government regulation and ubiquitous managerialism for running a university/college. Then the paper analyses that reforming the governance mechanisms of CPUCs should return the ideology of higher education, and change the government regulations, and build a top decision-making governing board of one university/college. Finally, this paper offers recommendations with breakthrough to reform the governance mechanism of CPUCs.
