What can a competitive intelligence professional do for software SMEs of offshore services outsourcing industry in China

When China launches its national program named "the 1,000,and 100,and 10 offshore services outsourcing project", the problem that Chinese software SMEs own powerful competitive intelligence (CI) capability in short term becomes more and more important. It is a significant issue to research what role software SMEs CI professionals can play when their companies do offshore services outsourcing business. It is obvious that a Cl professional can play a important role in many fields, but according to author's opinion, following six fields are in prior position: (1) support company developing competitive strategy,(2) help company winning contracts, (3) help company in customer resource management (CRM), (4) improve company's ability in developing oversea market, (5) help company in risk management, (6) improve company's technology innovative ability.
