INSTRUMENTS FOR THE EFFECTIVENESS OF PUBLIC ENERGY POLICIES: BRAZIL AND THE EUROPEAN UNION

摘要
The present study aimed to analyze some instruments that contribute to the effectiveness of public energy policies in Brazil and in the European Union. The objective was to verify the extent to which the European and Brazilian democratic systems present advances or setbacks, in the execution of an environmental governance that actually incorporates in its processes criteria and elements of sustainability. This theme led to important reflections on democratic systems and their intersections and incompatibilities with current governance models, representing an advance in the investigation of some causes of the inefficiency of public policies in the energy field. It was concluded that in order for the norms to become effective in the implementation of such policies, it is necessary for them to find social conditions for their enforcement. In these terms, both accountability and popular participation can serve as a vehicle for building a new reality. And this construction should positively affect issues related to the effectiveness of standards designed to establish economic development that respects some environmental conditions, which in turn would guarantee a certain quality in people's lives, among other collective benefits, characteristic of more advanced societies. In this article, a descriptive analytical study was used as methodology, through bibliographical, documentary and legislative analysis.
