摘要：

From a global perspective, modem societies are in a process of generalized change. Technological advances together with economic, social and cultural transformations have motivated Governments all over the world to design Projects to develop the Information Society in their countries in last years. The Region of Cantabria, after isolated experiences to develop information Society, has begun a New Strategic Plan for the Information and Communication Society through the Industry, Employment and Technology Development Council. This Plan has to be harmonized with other international and national initiatives.
