摘要
''The primary rationale for regulation has been the need to compensate for the imbalance of power between huge monopoly suppliers and small technically ignorant users,'' writes a professor of finance and economics. ''In a converged environment with full choice, however, the imbalance will change. This will largely resolve traditional problems of price, quality, security, privacy and content diversity.''
