TV: New times, new rules

Updating TV legislation cannot be delayed any more. It must be overcome the actually normative puzzle, not compatible with a consistency application of laws. Broadcasting cannot be considered as a public service, which the State just can grant to a few operators following discretionary beauty contests. Thanks to technological development, there is no substantial difference today between broadcasting and the press. Freedom of broadcasting must be recognised with no other but technical restrictions. State role is not offering a mix of entertainment and information. Its duty is much more to rule scarce resources, to foster so much competition as possible, to fight against unduly multimedia concentration and against anticompetitive behaviour and to safeguard certain values involved in the activity, specially protecting minors.
