University autonomy, institutional government and interpretative governance in Mexico

摘要
This essay is an analysis about the relationships between autonomy and university government from "interpretative governance" perspective and the characteristics of policy regime of higher education system in Mexico. Considering recent experience some Mexican's public states universities, it is discussed the general idea that changes are the institutional expression of an interpretative governance on the metrics of institutional quality and efficiency. The central argument is that after a long cycle of government policies aims at modifying university institutional behaviors, the idea of university autonomy has substantially transformed its meanings, limits and scope in Mexico.
