摘要
In the course of urbanization, the threat from climate change and energy security has stifled urban development severely. The construction of low-carbon city is an important carrier of energy-saving and emission-reduction and the development of low-carbon economy. It not only provides the bottleneck of urban development with solutions and affords a new opportunity, but also has great significance for addressing climate change and making urban development sustainable. From the point of theory combined with practice, this article carries out a research on the functions in the construction of low-carbon city. Not only is this research an impulse for the research on the shift in the government functions and the innovation of ways of government administration, it is also a breakthrough of the promotion of the governance, which has the profound practical and theoretical significance. Starting with the conception of the new construction system of low-carbon city, the article analyses the background, connotation, elements and operating mode of the construction of low-carbon city. Based on it, this article also researches into the current situation of the construction of low-carbon city and puts forward the government functions, building on ideas and successful experiences from abroad. The government in the construction of low-carbon is the rule-makers, guide of building orientation, supplier for service operation as well as the coordinator and supervisor of building operations. In this way, a new idea to develop the low-carbon city can be put forward in the course of China's urbanization.
