摘要
In this article, it is discussed the merit system, its origin and evolution, its achievements as a social change philosophy and as a public administration system. Also, this paper analyzes the first signs of its decline as a valued social and administrative principle, and propose a new framework that can strengthen and reinvigorate merit systems. This new framework includes concepts such as transparency, ethics, high performance and results oriented organizations.
