摘要
Recently,major and extraordinarily big accidents occured continually in our country. The accidents not only have caused serious economic losses to country and people, but also have brought bad social and political influence. It is urgent to solve the problem of the safety of coal mime. In our country, the methods of controlling the safety of coal mine are mainly controlling afterwards. They are experiential management, and have not solved the major problem of the safety management of coal mime fundamentally. And it is more impossible to achieve the persistent security of coal mine. This paper puts forward a method of coal mine satety management based on risk precontrolling. It is a process management. At first, the method distinguishes all the sources of danger which cause the accidents of coal mine. The differentiation matrix of source of danger defines the magnitude of the risks which are engendered by the sources of danger, and calssifies the sources of danger based on the the magnitude of the risks engendered by them, and establishes corresponding measures to precontrol risks and inspect information. It determines methods of dynamic forewarning and precontrolling based on the evaluation to the sources of danger. At last, it establishes methods of eliminating warnings and stops the accidents of coal mine to occur.
