Precaution as a principle of sustainable action

摘要：
In this paper I propose that the precautionary principle is an indicator of the tensions in standards of regulation. The precautionary principle is not a provisional and preventive measure that is decided because we do not have a knowledge adapted to determine the risks; precaution is not a variant of risk analysis. The precautionary principle promotes standards and norms to identify areas of uncertainty and debate on relevant knowledge.
