Appling the survey data on vehicles, the paper calculates the passenger carrying capacity using the inverse deduction of passenger flow O-D matrix, the bigger unit of passenger flow O-D matrix is filtered, the filtered stops are considered as the express bus stops, the original line passenger flow O-D matrix is divided into express bus line passenger flow O-D matrix and the new line passenger flow O-D matrix, applying the maximum section of passenger flow, departure interval of the new line and the express bus line are computed separately considering the bus load. Finally, the paper evaluates the express bus scheduling model using the index including traveling speed, wait time delay, ride time delay, layover times etc. the paper programs the computer procedure. From the application effect in the cities in Northeast China, the model considers the demand of the different passenger trip distance and decreases the passenger delay of the long trip riding distance passenger. The conclusion indicates the express model decreases the passenger traveling delay and stops times by 23.9%, increases the traveling speed of express bus by 12.4%, meets the different trip demand of average riding distance carried and improves the traveling speed and level of service.
