Fuzzy decision analysis for preventive urban flood disaster strategy assessment

摘要
The urban vulnerability of the periodic natural disasters like typhoon, flood, and earthquake caused lots damages and losses in the island country, Taiwan. The congested urbanization is lack of the strength to resist the impact of the natural disaster. The uncertain condition of disaster makes the planning for prevention difficult An aggressive and comprehensive plan for flood prone areas is in urgent need for the resilience of residents. In terms of the strategic planning, this study aims an assessment structure for decision maker taking action under the priority ranking. The disaster prevention plan is complex, requires a comprehensive analysis to take the relevance into account The classical AHP is used for the pairwise comparison; the fuzzy hierarchy method is applied for the strategy priority of the integrated index. The fuzzy decision analysis is extended by traditional AHP and fuzzy reciprocal matrix. Eventually, a case study gives evidences of the expert questionnaires of strategy assessment The final results are assessed by integrated priority in notion of outcome line analysis for the review of the preventive strategy assessment.
