摘要
With declining trends in Global North donors' funding, western development organizations might consider approaching emerging donors e.g. the United Arab Emirates (UAE) for development partnerships. The complex UAE education situation offers opportunities for development interventions to harmonize economic and human goals, which western development organizations could seize if they understand UAE institutions' rules of partnerships to re-engage systemically in the UAE education context. A qualitative approach was used to investigate UAE institutional stakeholders' perceptions of the strengths and weaknesses of western private organizations seeking partnerships in the education sector and the systemic changes that might be necessary to enhance inter-organizational relationships.
