摘要：
Building learning communities in cyberspace poses enormous challenges that we are just beginning to grapple with worldwide. When learners are separated from each other not only by time and distance, but also by cultural boundaries, new issues may arise. This paper describes the development of an international online educational initiative, the Global Learning Portal, developed by the Academy for Educational Development (AED) with support from the United States Agency for International Development.
