摘要：

This thesis makes a comparative analysis between e-gov communication pattern and traditional pattern, describes the communication process in e-gov, forecasts and analyzes the questions that may occurs, frames communication network pattern in e-gov and its simplified pattern, analyzes the safe factors that may come along, puts forward corresponding countermeasures and construction of security system.
