摘要
Along with the new Public Service Campaign, governments all over the world actively adopt a new type of government performance evaluation into which the citizens are allowed to participate. Through the citizens participating into government performance appraisal, the public opinions and the mass' demands can effectively be received by the government, and then the public service quality afforded by the government can get improved and correspondingly the government performance can be enhanced. Currently in China, various problems exist in the approaches of citizens participating into government performance evaluation, for example, the participation links are insufficient and the feedbacks of participated evaluation get delayed. These approach problems severely impact the effectiveness of citizens participating into government performance evaluation. Based on all of the above, for solving the approach problems, this treatise analyzes the current situation of citizens participating into government performance evaluation, explores the root causes of these approach problems, redesigns the approaches of citizens participating into government performance evaluation and constructs a strategy system to support the implementation of the approaches of citizens participating into government performance evaluation.
