On Promoting the Implementation of Employment Policy for Junior College Students from the Perspective of Policy Network

摘要
Currently, it is rather difficult for college students, junior college students in particular, to find good jobs. Along with the development of market economic system, the employment policy for college students is not made by the Chinese government solely. Instead, it involves many stakeholders, including the central government, local governments, employing units, universities, students, and parents. Therefore, this paper regards employment policy as a policy network consisting of multiple stakeholders. Then, it adopts the theory of policy network to analyze stakeholders' demands and their interest game in the process of implementing employment policy. On this basis, it explores the complexity and problems of implementing the policy objectively. Finally, it puts forward specific countermeasures to solve these problems and ensure the implementation of employment policy for junior colleges.
