摘要：

The methods and techniques of decisions substantiation are determining for removing the state of uncertainty in case of military actions and for optimum use of available resources. It is obvious that the lack of any method of substatiating a decision can lead, in the modern warfare, to huge losses even to disaster, mostly useless. In military actions, one condition for obtaining a maximum efficiency is compliance with the norms. By means of these, the techniques and procedures for efficiency of the battle become possible. They represent frameworks, an action guide, leading to the fulfillment of the final goal.
