E-government applications in the Philippines

摘要
This paper reports on e-government applications in the Philippines and assesses the country's level of success based on the objectives of the Government Information Systems Plan. Web presence is almost universal at the national and local government levels, however, almost 60 percent and 95 percent of websites of national government agencies and local government units, respectively, are still in Stages I and 2 of e-government. While more than half of all state universities and colleges have a web presence, more than 70 percent of these are in Stages 1 and 2. Using a framework that evaluates information technology governance, the slow progress of e-government in the country may be attributed to the absence of a government-wide information technology architecture and infrastructure necessary in establishing a common foundation for IT strategy and capabilities.
