The new development of contemporary Western Public Administrative Theory: The paradigm transformation from New Public Management to New Public Service

Since 1980s, the New Public Management (NPM) theory has emerged its dominating paradigm status; meanwhile, it is also encountered with all-round queries and acute criticism. In the all kinds of objections to the New Public Management theory, the most meaningful new theory mode for substitution is New Public Service (NPS) theory. Based oil the development and discarding to NPM theory, NPS theory has the theoretical foundation transformed from theory of economical public choice, theory of trade cost, theory of institutional economics into theory of democratic citizen rights, theory of civil society, theory of organizational humanism; the concepts of management from market, liberty and the willingness of narrowing scale of government into public service, the willingness of contribution to society; humanity assumption from selfish of rational economical man into virtue of citizen, private interests obey public interests; value orientation from economy, efficiency and effectiveness into fairness, responsibility and public interests; government role from steering into serving; role of citizen from customer into citizen; the way of governing from market deployment, emphasis market into multi-deployments, concern the returning of governmental accountability.
