E-government in Regions of Russia: problems and the prospects of its development

The notion of e-government has now become part and parcel of political and scientific discourse but it still remains to be blurred and obscure. Bearing in mind that the phenomenon under discussion is fairly clear and technological by its nature - the implementation of information technologies in the sphere of public administration - it should be noted that the use of this metaphoric term helps to solve some additional problems, namely, to attract the attention of the public to this phenomenon and, as a consequence, additional funding. On the other hand, given some specific aspects of the Russian history and the Russian state, evident authoritative trends typical of our society, "e-government" can be seen as a new tool of control over citizens which can be traced back to the model of society of 1984 described by G.Orwell.
