摘要
In order to accelerate sustainable urban development and green process are critical solutions for sustainable and low-carbon society transition in China, considering the significantly environmental impacts derived from the industrialization and urbanization. Under this background, China proposed a plan of smart cities to forward the above efforts. While the programs will be valuable to enlighten and practitioners, to date, studies to this issue are few. The urban environment is the basis for the survival of residents. Thus, the government must promote its governance given the unoptimistic urban water ecological environment. In accordance with the characteristics of the urban water environment treatment PPP projects, the standards are established in this paper. A comparatively effective mechanism is established to provide a reference to implementing urban water environment treatment PPP projects and smart city building.
