摘要
SOEs play the leading role in China construction industry, so that SOE Reform is vital to construction enterprises' sustainable growth. But many problems in China construction enterprises reform are left unsolved, for instance, insider control, inappropriate shareholding structure, loopholes or defects in incentive and restrictive mechanism. With the enactment and enforcement of related policies in recent years, a policy environment is created for introduction of PPP to construction enterprises. The introduction of PPP to construction enterprises is expected to serve the purposes of exerting the leverage of public funds, introducing competition, enhancing service quality, improving market system and standardizing market construction order.
