摘要
Performance evaluation of government Website is an important basis to measure the openness, democracy and service quality of local governmentsruling. To address the problem of local government website performance evaluation, this paper builds a optimize performance evaluations model based on the gray correlation analysis. This paper selected performance evaluation data of Harbin governments website from 2005 to 2008, and established a website performance analysis model, according to the model, we can find out what factors influence the level of website performance and how to optimize the performance of Harbin governments website. The empirical results shows that, the best correlation with Website performance is public participation,the other is Information Disclosure. Then this paper proposed measures to promote Harbin website performance,enhance the Interactive between citizens and government, accelerate the information disclosure, rich web content.
