Accessibility on the websites of Colombian public entities

摘要
The objective of the research is to evaluate and understand the levels of accessibility of the websites of Colombian public entities from international guides and Colombian regulations, as well as from the experiences of citizens. An evaluation spiral with five stages was designed (selection of contents; virtual validation; interviews with work teams of public entities; interviews with citizens and dissemination of results). The implementation of this spiral is considered innovative since it allows knowing the internal reality of the entities in content management. In total, about 400 pages from 93 websites were evaluated; Interactions were analyzed in more than 20 hours of video and about 28 interviews with work teams were examined. We conclude that the reasons for not complying with the Double A level required by law are due to systematic ignorance of accessibility and an invisibility of end users within the implementation and web development projects. In the end, not only is the law broken, but digital exclusion is allowed. There are not initiatives that allow growing the know about the topic.
