Shortage of Entrepreneurs and Innovation of State-owned Enterprises' Restrictive Rules

摘要
The entrepreneur is someone who runs an enterprises coordinating the rare resources and making judicious decisions under the indefinite circumstances. The entrepreneurial restrictive regulation is not reasonable----the pattern of restriction, for it cannot motivate the entrepreneurs to try their best to run the entrepreneurs to try their best to run the enterprises well, which is one of the important factors, accounting for the shortage of entrepreneurs. The innovation of entrepreneurial restrictive regulation has to be done: For one thing, a scientific regulating system inside the company needs to be developed on the basis of the innovation of capital rights in order to form a scientific internal restrictive system on entrepreneurs. For another, entrepreneur markets, capital markets, and product markets are to be fully developed so as to form an effective entrepreneurial external restrictive system.
