摘要：
It is the serious environmental deterioration and the special characteristics of environment that govern the government's ecological responsibility. The government should enhance the environmental protection law, establish the effective monitoring compensation mechanism, perfect eco-environmental systems so as to keep and protect the basic benefits for the future generations.
