摘要：
The government's effective incentive is must to improve the operator's motivation of innovation mode in the leisure agriculture, enhance the function of leisure agriculture. According to the Tournament System, design government Incentive mechanism based on the second stage of trophy system contract. Analyze how to more effectively promote innovation of leisure agriculture development mode, how to effectively promote the innovation of the leisure agriculture development patterns by the policy. So enhance the level of overall value of leisure agriculture.
