THE LOCAL DEVELOPMENT, GOVERNMENT'S ADMINISTRATION AND THE SYSTEMS OF INNOVATION

The work has as objective, the analysis of the local development in connection with government's administration and the local systems of innovation, supported in the implementation of the University Administration of the Knowledge and the Innovation for the Development (GUCID); it is used as case studies the municipalities Abreus and Cumanayagua. It is used the method of experts and the use of indicators, the challenges and barriers are identified to conquer, the identified reality is compared with the projections of the studied towns. The achieved results allow to increase the paper of the science, the technology and the innovation and to order the administration of projects and the administration of the knowledge, when reducing the negative impacts in the local administration of the development.
