Management Approach Change of Chinese Local Government: The Way of Public Administration Innovation

Public administration innovation is a main theme of our era. Management approach innovation, as a very important component of public, administration innovation for Chinese local governments at all levels, bears the crucial responsibility. It is not only the important content of public administration innovation, but also the bearer which can make the ideal public administration innovation become the reality. Moreover, the new public administration school which rose in the latest over 20 years also does research on government change from the perspective of management approach. Based on the discussion of the relationship between government administration approach and public administration innovation, change of management approach, six new management approaches through drawing on the foreign government theory and combining the practicing experiences of management approach innovation in Chinese local government are proposed in the paper. The applicable scope and applied value of these six approaches in the government public administration practice are also argued in the paper. Local governments can refer to and draw on these approaches in the public administration innovation.
