摘要
This paper adopts comparative. study and positive study to analyze the situation and problems that the Chinese universal postal service faces, and through summing up the basic approaches of reform those western Countries took to examine the postal service universal service mechanism and the regulatory policy. It is pointed out that the corporate reformation of China's postal industry has become a tendency of the time, the Postal system reform is the most important strategy to convert China Post from a protected government organization into a competitive, customer-oriented business, and all these depend on both the availability of outside resources and government's willingness to reform. The author has also researched the possibility of postal reform from two aspects, universal service and commercial management. As a result, the author believes that specialization strategy, diversification strategy, capital strategy and global strategy are the ways to the success for China Post.
